Content from media aimed at very young children (with an age rating 0-12) is not permitted, regardless of the age you assign a character.
How we assess it: by the primary target audience of the source material, not by who actually watches it. A franchise can have a substantial adult following and still be children's media.
If your character was removed for this, the fix is to create an original character that isn't derived from children's media. Aging up doesn't make a character from young children's media acceptable.
For media aimed at older audiences, the aging-up rules in article 7.3 apply.
